Which office issues your permit depends on your address, not your mailing city. Unincorporated towns such as Spring Valley, Enterprise and Paradise go through Clark County Building and Fire Prevention at 4701 West Russell Road. City addresses go through their own city, and there are five incorporated cities in the county.
Why this confuses almost everybody
Clark County contains exactly five incorporated cities: Boulder City, Henderson, Las Vegas, Mesquite and North Las Vegas. Everything else in the valley is unincorporated county, and about a million people live there.
Here is the trap. Unincorporated valley towns are assigned the place name Las Vegas for mailing addresses. So a Spring Valley or Enterprise homeowner has a Las Vegas postal address, a Las Vegas postmark, and a Clark County permit office. Calling the city permit desk with a county address is the single most common wasted phone call in valley plumbing.

When a homeowner can pull their own permit
For a water heater, a homeowner may obtain the permit themselves if the property is a primary residence under their own ownership. A rental property or a second home requires a licensed contractor.
That rule catches landlords and investor owners regularly, and it is not a formality: the permit and the inspection are what make the work documented and defensible when the property is sold or when an insurer asks.
The water heater requirements inspectors actually check
These are published City of Las Vegas requirements, and they are the items that most commonly fail on work that was never permitted.
Two seismic straps, one within the upper third and one within the lower third of the tank height, fixed back to framing. Not one strap, and not straps into drywall alone.
A shut off valve is required, and it has to remain accessible after the installation.
On an electric water heater, a disconnect within sight of the unit, or a lockable one.
A final inspection after the work is complete, which the permit holder must request at least one day before the day of the inspection.
What else is generally permitted work
Water heater replacement. Repiping. Sewer line repair and replacement. Moving fixtures or altering supply and drain lines. New work in a remodel.
Straight fixture replacement in the same location, such as swapping a faucet or a toilet for another in the same position, generally is not. Repairs to existing equipment generally are not.
Because the thresholds and the local amendments vary by jurisdiction, and Southern Nevada jurisdictions build on the Uniform Plumbing Code and then amend it locally, the reliable move is to ask the office that covers your address rather than to apply a rule of thumb from another city.
Check the licence while you are at it
Nevada licenses plumbing under classification C-1, Plumbing and Heating, issued by the Nevada State Contractors Board under chapter 624 of the Nevada Administrative Code. To qualify, the qualifying individual must show at least four full years of journeyman, foreman, supervisor or contractor experience within the fifteen years before the application.
Any Nevada contractor licence can be checked against the board register in about a minute. Do it before work starts rather than after, and do it for everyone who quotes you.
