What plumbing in Summerlin is actually like
Summerlin is a master planned community rather than a municipality, and that is exactly why it causes permitting confusion. The community name does not determine the permit authority. Northern villages fall inside the City of Las Vegas and permit through Building and Safety at 333 North Rancho Drive. Summerlin South is unincorporated and permits through Clark County Building and Fire Prevention at 4701 West Russell Road, on (702) 455-3000. Same community, same signage, two different governments.
The construction spans roughly three decades of phased development, which produces a usefully predictable pattern. The earlier villages, including parts of Sun City Summerlin and The Trails, sit in the era where copper is the norm and the polybutylene window of roughly 1978 to 1995 overlaps the earliest phases. The later villages, The Paseos, Summerlin Centre and The Ridges, are newer and generally PEX with manifold distribution.
Two things about Summerlin property shape the work more than the pipe material does. The first is finish level: a slab leak under stone or wide plank flooring changes the repair economics completely, because the reinstatement cost can exceed the plumbing. That is the situation where rerouting a line through wall or attic space is usually cheaper overall than cutting concrete, and it is worth insisting on both options being priced.
The second is that a large share of the community sits under HOA architectural control, and that occasionally reaches plumbing work: exterior equipment, visible venting for a tankless conversion, or anything that changes an elevation. It rarely blocks a job and it does sometimes change where equipment goes, which is a conversation for the first visit rather than install day.
Hardness is valley standard at 17 grains per gallon, and softener installs in the newer villages are usually straightforward because the garage configuration gives an accessible incoming line, a drain and power in one place. In some of the attached product and the older Sun City stock, drain access is the constraint that decides what is possible.

The Las Vegas Valley Water District publishes valley tap water at 291 parts per million, 17 grains per gallon, and categorises it as very hard. It is the reason fixtures and water heaters here do not last as long as the box promised.
The Southern Nevada Water Authority states that removing calcium and magnesium softens water but is not a necessity to protect your health. Any company telling you otherwise is contradicting the agency that tests your supply.
