Boulder City is an incorporated city in Clark County and it is administratively self contained in the ways that matter here: its own building division issues permits, and its utility arrangements are the city own rather than the Las Vegas Valley Water District. Nothing about a Boulder City job routes through the county office on West Russell Road.
It is also, by valley standards, old. The historic district and much of the original townsite date to the 1930s construction era around the dam, which is decades older than almost anything in the Las Vegas Valley proper.
