Clark County contains exactly five incorporated cities: Boulder City, Henderson, Las Vegas, Mesquite and North Las Vegas. Everything else in the valley is unincorporated county, and about a million people live there.
That is not trivia. A water heater replacement, a repipe and sewer work are all permitted and inspected, and the office that issues the permit is decided by your address rather than by the city printed on your mail. Unincorporated valley towns are assigned the place name Las Vegas for postal purposes, so an Enterprise homeowner has a Las Vegas address and a Clark County permit counter at 4701 West Russell Road.

It depends on whether your property is inside the City of Las Vegas limits or in unincorporated county. Spring Valley, Enterprise, Paradise, Sunrise Manor, Winchester, Whitney and Summerlin South are unincorporated and go through Clark County Building and Fire Prevention, despite the Las Vegas mailing address.
